“The President of the European People’s Party (EPP) Party, Wilfried Martens, has just upped the pressure on David Cameron by asking for a clear decision by April from the Tory leader as to whether the United Kingdom’s Conservatives will sit in the EPP-ED group in the European Parliament after the elections in June. This is at odds with the Cameron position which is to take a decision on this matter after the EP elections.”

This is not a second wave, it’s a resurgence of the first wave, which is precisely why it "appears strongest in initially hit regions".
See e.g Leicester, whose rate never went down, it remained high and then went very high.
A second wave is something very different https://twitter.com/arpitrage/status/1288465553028534272
hmm so far the European second wave appears to be strongest in initially hit regions, rather than affecting secondary centers less affected in the first round (as in the US).
For instance, Catalonia and northern Spain hit more than relatively less affected southern Spain. https://twitter.com/jburnmurdoch/status/1288464843301888005
